Mark D. Hensley

Mr. Hensley currently serves as City Attorney for the Cities of El Segundo, Chino Hills, Monterey Park and Port Hueneme. He has served in the following appointed positions: City Attorney: City of Chino Hills (October 1995 - Present); City Attorney: City of El Segundo (August 1996 - Present); Assistant City Attorney: City of El Segundo (July 1995 – July 1996); Assistant City Attorney: City of Downey (January 1994 - March 1996); Assistant City Attorney: City of Chino Hills (December 1994 - October 1995). In addition, Mr. Hensley brings specialized knowledge in a number of areas including the Brown Act, land use, personnel, public works, finance and tax, Political Reform Act, code enforcement, waterworks, environmental, election law, municipal contracts and airport law (as it affects adjacent municipalities).

Prior to City Attorney appointments, Mr. Hensley gained significant experience in all aspects of litigation, including: drafting and responding to discovery; researching and drafting motions; taking and defending depositions, including expert depositions (attended in excess of 200 depositions, taking approximately 75 depositions); and trial, arbitration and administrative hearing appearances (lead counsel - three trials, second-chair - two trials; lead counsel - 3 binding arbitration cases; lead counsel – 7 personnel hearings). Experience includes significant eminent domain and inverse condemnation, finance and tax, public works, land use, tort, LAFCO, personnel and labor, and contract matters.

Before joining Jenkins & Hogin, Mr. Hensley was a partner at Burke, Williams & Sorenson where he served as chair of the Public Law Practice Group (July 1997 – April 2003), served on the firm’s Personnel Committee (September 1998 – 2003), and served on its Management Committee (July 1997 – December 1999).

Mr. Hensley serves on the Legal Advocacy Committee for the League. He also served as President of the City Attorneys Association of Los Angeles County.
